Cotswold District Council want to put their community at the heart of its environmental action plans. It is one of the few councils to have declared both a climate and ecological emergency, and have plans in place to deliver real action across all the communities of the district. But it has gone further, placing climate and biodiversity considerations at the heart of all its planning decisions as part of its ‘green to the core’ commitments, and its mission is to ensure that all developments are done with the support and input of local communities.
The council see public investments as an important part of their approach to taking climate action, and it intends to launch further rounds of the Cotswold Climate Investment, to give the residents and the general public more opportunities to get involved in its exciting programme of environmental action.

How investors' money is being used
The council has completed installation and connection of publicly accessible EV charging points in both the Rissington Road carpark, Bourton on the Water and the Council office carpark at Trinity Road, Cirencester. These are now being regularly used by local residents, visitors, shoppers and staff and members at the Council office site.
The council has also invested in solar PV to cut emissions from its own buildings. The Trinity Road solar PV installation went live in February 2025 and is generating electricity. Roof-mounted solar PV and accompanying battery storage was installed between July and October 2024 at the main Council office building on Trinity Road.
Taking climate and ecological action across their borough
Cotswold Council is one of the councils to have declared both a climate and ecological emergency, and has ambitious plans to tackle them.
In July 2019 the council declared a climate emergency, and committed to making their activities net-zero carbon as soon as possible, aiming for a 100% reduction by 2045, with no reliance on offsetting or the trading of carbon credits. In July 2020 they declared an ecological emergency and we have produced an ecological action plan, which puts ecological issues at the heart of their actions.
